Online Program: The 9-week sequence includes 5 online class meetings, with approximately 5 hours of self-paced content to complete between the meetings. Class meets by Zoom on alternate Fridays, 8:30 a.m. – 12:30 p.m. (CST)
Program Description
As funders and donors increasingly view their support as an investment, competency in Program Evaluation has become an essential skill within the health and human service organizations. Regular, systematic evaluation helps assure organizations are delivering on their missions and acting as good stewards of donor dollars.
To respond to the increasingly competitive funding landscape, human services organizations must not only measure impact: they need to be able to maximize their impact.
This certificate program will help you align your resources and efforts to the change your organization strives to create. The program design includes lectures, case studies, practice exercises, and readings — all carefully chosen to increase your skills.
Participants in the certificate program in Program Evaluation will build on their master’s degree to better:
- Be able to conduct a stakeholder-driven evaluation planning process and develop a comprehensive evaluation plan
- Know how to identify and prioritize key evaluation questions and select appropriate methods
- Understand how to systematically manage quantitative data
- Translate evaluation findings into compelling data visualizations to enhance strategic learning and utilization
The program culminates in the development of several evaluation products, including a logic model, evaluation plan and submission of brief written reflections about class content.

Nancy Mueller, MPH
Associate Provost for Institutional Effectiveness, Washington University
Founding Director, Brown School Evaluation Center
Nancy Mueller is the assistant dean for planning and evaluation at the Brown School at Washington University. She is the founding director of the Brown School Evaluation Center focused on advancing evaluation science and practice through service provision, training and education, and evaluation research. Nancy is also responsible for the design and evaluation of the School’s strategic initiatives and overall performance management.
Nancy has over 20 years of experience in program and systems-level evaluation, strategic planning, and organizational leadership and performance management. She is a Leap of Reason Ambassador which is a community of leaders who believe that mission and performance are inextricably linked and advances this “performance matters” message using the Performance Imperative – a Framework for Social Service Excellence. She is committed to supporting non-profits on their journey to strengthening their performance and, in turn, their impact on the communities they serve.
Meihsi Chiang, MSW
Evaluation and Dissemination Manager
Brown School Evaluation Center
Meihsi Chiang is the evaluation and dissemination manager at the Center. She has over 6 years of experience in program evaluation and data visualization. She managers the center’s projects, with a focus on process and outcome evaluation, evaluation capacity, survey design, and data collection and analysis.
Meihsi brings her creativity and passion for data visualization together to develop products and approaches that communicate research data and evaluation findings in meaningful and understandable ways. She also co-manages the center’s brand and visual presence, including website design and marketing materials.
Liz Vestal, MSW, LMSW
Evaluation and Client Services Manager
Brown School Evaluation Center and
Liz Vestal is the evaluation and client services manager at the Center. She is an experienced evaluator with a background in program evaluation and project management. She coordinates the Center’s projects, with a focus on equitable evaluation, evaluation planning and implementation, stakeholder engagement, and using data for the public good. Liz leads the Evaluation Center’s partner engagement efforts to support past, present, and future clients. With a curiosity for quality improvement and a deep commitment to equitable collaboration, Liz is emboldened to work alongside organizations to maximize their impact.
